MPLAD Scheme
Why in news?
The Cabinet Committee on Economic Affairs has approved the proposal to continue the MPLAD Scheme beyond the 12th Plan period (2012-17) up to March 31, 2020, an official statement said today.

What is MPLAD scheme?
Members of Parliament Local Area Development (MPLAD) Scheme provides that each MP has the choice to suggest to the Head of the District works to the tune of ₹5 crore per year, to be taken up in his/her constituency.
Initially, this scheme was administered by Ministry of Rural Development. Later, Ministry of Statistics and Programme Implementation (MOSPI) has been looking into its working.
Elected Members of RajyaSabha and nominated members of both Houses may select works for implementation in one or more district(s) as they may choose.
It also allows MPs to spend up to ₹10 lakh in any other constituency in India.
National Social Assistance Programme (NSAP)

NSAP comprises of five sub-schemes namely-

1. Indira Gandhi National Old Age Pension Scheme (IGNOAPS),
2. Indira Gandhi National Widow Pension Scheme (IGNWPS),
3. Indira Gandhi National Disability Pension Scheme (IGNDPS),
4. National Family Benefit Scheme (NFBS) and
5. Annapurna Scheme.

♻️The above schemes of NSAP are implemented both in urban and rural areas, by the Social Welfare Department in the States.

It is only after a candidate who clears all the three stages, then only he/she is selected for various central services. Thereafter, the service allocation to the selected candidates selected is done keeping in mind the results of the civil services examination. The allocation of services is made before the foundation course starts. It should be noted that the duration of the foundation course for the selected officers for all the services for three months.
ЁЯФ░As per the communication sent by the Personnel Ministry to different cadre-controlling authorities, the PMO has expressed to look in the matter if service allocation/cadre allocation to probation officers can be made after the foundation course is over.
ЁЯФ░All the departments who are concerned with the procedure have been asked to examine if the step can take place. The suggestion has been made in order to give weightage of performance in the foundation course as well. The communique said that this move will help in making the service allocation to all India services officers on a combined score obtained in foundation course as well as in the civil services examination.
ЁЯФ░According to Personnel Ministry official, “The departments (Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS)) have been asked to give their feedback on the proposal to allocate other central services like the Indian Revenue Service (IRS) and Indian Telecommunications Service (ITS) among others.”

Bharat Stage Norms
Why in News?

ЁЯФ░ Delhi became the first city in India to supply ultra-clean Bharat Stage (BS) VI grade fuel
(both petrol and diesel) with an aim to combat the rising levels of air pollution in DelhiNCR
region.

What is it?
ЁЯФ░Bharat stage emission standards (BSES) are emission standards instituted by the
Government of India to regulate the output of air pollutants from internal combustion
engines and Spark-ignition engines equipment, including motor vehicles.

ЁЯФ░The standards and the timeline for implementation are set by the Central Pollution Control Board under the Ministry of Environment & Forests and climate change.

ЁЯФ░ The standards, based on European regulations were first introduced in 2000.

ЁЯФ░In 2016, the Indian government announced that the country would skip the BS-V norms altogether and adopt BS-VI norms by 2020.

How BS VI is different?
ЁЯФ░The major difference in standards between the existing BS-IV and new BS-VI auto fuel
norms is presence of sulphur.
ЁЯФ░BS-IV fuels contain 50 parts per million (ppm) sulphur, while BS-V and BS-VI grade fuel
will have 10 ppm sulphur.
ЁЯФ░ It will also bring down the emission of NOx (nitrogen oxides) from diesel cars by nearly
70% and 25% from cars with petrol engines.
ЁЯФ░It will also bring down cancer causing particulate matter emissions from diesel engine cars
by phenomenal 80%.
IndAS

Why in news?
The government and the Reserve Bank of India (RBI) may postpone the implementation of new accounting standards for banks because of the legislative changes and additional capital requirements the process would entail.
 What is IndAS?
IndAS (Indian Accounting Standards) is the new accounting standard for banks.Banks and non-banking financial companies are due to switch to Indian Accounting Standards (IndAS) from 1 April 2018.
They currently follow Indian generally accepted accounting principles (GAAP) standards.
Legislative changes required: The implementation of IndAS for public sector banks requires an amendment to the Banking Regulation Act.
The transition to IndAS is expected to see a significant jump in bad-loan provisions.Under the current rules, banks set aside money to cover loans that have turned bad. Under IndAS, they must make provisions after assessing the expected loss from the time a loan is originated rather than waiting for a trigger event.
These norms, which are in line with international norms, the International Financial Reporting Standards, were designed to avoid credit shocks like those seen in the aftermath of the global financial crisis in 2008

Pradhan Mantri Swasthya Suraksha Yojana

▪️PMSSY was announced in 2003. Its objectives are correcting regional imbalances in availability of affordable and reliable tertiary healthcare services and augment facilities for quality medical education in country.

▪️It establishes AIIMS in various regions of India apart from different government colleges. It is funded from different centrally sponsored schemes relating to creating infrastructure on health.

▪️Under PMSSY, Government is planning to set up 20 AIIMS across the country. So far AIIMs have been established in Bhubaneswar (Odisha), Bhopal (Madhya Pradesh), Raipur (Chattisgarh), Jodhpur (Rajasthan), Rishikesh (Uttarakhand) and Patna (Bihar).
Work of AIIMS Rae Bareli (Uttar Pradesh), Nagpur (Maharashtra), Kalyani (West Bengal) and Mangalagiri (Andhra Pradesh) is in progress. Construction work also has been awarded for AIIMS, Gorakhpur (Uttar Pradesh). AIIMS have also been sanctioned in Bathinda (Punjab), Guwahati (Assam), Bilaspur (Himachal Pradesh).

Why in news?
The Union Government has launched Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) to provide free health check-ups to pregnant women at government health centres and hospitals.
 What is PM Surakshit Matritva Abhiyan?
• PMSMA aim to reduce Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR) through safe pregnancies and safe deliveries.
• Target Beneficiaries: All pregnant women who are in their 2nd and 3rd Trimesters of pregnancy. It is expected to provide free antenatal care to about 3 crore pregnant women across the country.
• The services would be provided by gynecology specialists/ physicians with support from private sector doctors.In addition to antenatal checkups, services like ultrasound, blood, and urine tests will be provided to the beneficiaries.
